4. Club Safeguarding Policy
Towcestrians RFC Safeguarding Policy
(must be read in conjunction with the RFU safeguarding policy)
Policy Statement
Towcestrians RFC adheres to the RFU Safeguarding Policy and the procedures,
practices and guidelines therein. The Club acknowledges its responsibility towards
the safeguarding the welfare and wellbeing of young people playing rugby within the
club. Fundamental to this, the rugby environment within the club should strive to be
a safe and happy one.
A child is anyone under the age of 18 engaged in any rugby union activity. However,
where a 17 year old player is playing in the adult game, it is essential that every
reasonable precaution is taken to ensure their safety and well‐being are being
protected.
Key Principles
In line with the RFU Safeguarding Policy the key principles that the club follows are:
The welfare of the child is, and must always be, paramount to any other
considerations.
All adults working with children have had an enhanced DBS disclosure
processed and cleared by the RFU.
All participants, regardless of age, gender, ability or disability, race, faith,
culture, or sexual identity have the right to protection from abuse or harm.
All allegations or suspicions of abuse, neglect, harm or poor practice will be
taken seriously and responded to swiftly, fairly and appropriately.
Children have a right to expect support, as well as personal development
within the sport, delivered by an appropriate adult.
Towcestrians RFC will implement and comply with the RFU Code of Conduct and the
Codes of Conduct for Coaches, Spectators and Officials as appropriate.
The club recognises that it may be necessary at times to work in partnerships with
other organisations and/or statutory agencies to ensure the welfare of the child.
Towcestrians RFC expects all its members to comply with the Best Practice Guidance
as issued by the RFU. In summary the following are not acceptable and will be
treated as a serious breach of those guidelines, which may result in disciplinary
action being taken by the club, CB or the RFU:

o Working alone with a child
o Consuming alcohol whilst responsible for children
o Providing alcohol to children or allowing its supply
o Smoking in the presence of children
o Humiliating children
o Inappropriate or unnecessary physical contact with a child
o Participating in physical games with children
o Having an intimate or sexual relationship with any child developed as
result of being in a ‘position of trust’
o Making sexually explicit comments or sharing sexually explicit material
Towcestrians RFC will ensure that its coaches and team managers will receive the
support and training considered appropriate to their position and role, this includes
recognising the signs of harm as laid out in the RFU safeguarding policy.
The RFU ‘Managing Challenging Behaviour’ Policy has been adopted and circulated
among the club workforce – both voluntary and paid.
Procedures
All members of Towcestrians RFC who work with children in regulated activity
must undertake an RFU Disclose and Barring Service Check in accordance with
RFU Regulation 21. The contact details of the person charged with managing the
DBS service within the club can be found on the club website and in the fixtures
handbook.
Towcestrians RFC recognises that this is the responsibility of everyone involved
at the club to ensure the welfare of children at the club.
If you witness or are aware of an incident where the welfare of a child has been
put at risk, you must inform the Club Safeguarding Officer. They will then
instigate the RFU protocols and procedures for the reporting of any Safeguarding
matters
If the include involves the Club Safeguarding Officer you should inform the
Towcestrians Mini and Junior Chairman and either the CB Safeguarding Manager
or the RFU Safeguarding Team
When the changing facilities are in use, Towcestrians RFC will manage those
facilities and arrange for them to be supervised by two DBS checked adults of the
appropriate gender for the players using the facilities.
Towcestrians RFU ensures that its coaches, parents and officials are aware that
adults must not changes at the same time, using the same facilities as children.

Any tours, overseas or domestic, undertaken by Towcestrians RFC must comply
with the relevant RFU regulations and guidance relating to tours.
Any applications for Colts to play Adult Rugby must follow the Regulations 15.5.
and be done through the safeguarding office.
Any events held on Towcestrians RFC premises must comply with this policy if
appropriate a Safeguarding Plan should be discussed and circulated to those
affected.
